Sheriff says employee placed on administrative leave

On Thursday, Washington County Sheriff Kevin Schroeder said the department’s investigation is “well under way” and the Missouri Humane Society will be joining the investigation Friday.
Schroeder said an employee has been placed on administrative leave with pay.
He said they are in the process of sending copies of their vet records to the Midwest Bloodhound Rescue Inc. He said they are trying to work with the group in any way possible.
Sandi Singer of the Midwest group said she received a phone call from Schroeder’s attorney and indicated she would be “lawyering up” as well. She said the sheriff has blocked access to the veterinarian’s records. She said they need to know from the vet if the dog has had its shots and what other treatment it has received.
In addition to those investigations, the Missouri Police Canine Association is still investigating as well. President Gary White has talked to the sheriff several times.
White said he would like to thank the citizens of Washington County for demanding justice. He said he’s never run across this situation in his 20 years of canine involvement.
White said the dog has gained 20 pounds and is being treated. He said the dog will likely be on medication the rest of his life because the malnutrition affected his thyroid. The dog is staying with a foster family in Louisiana, Mo.
The Washington County Sheriff’s Department adopted 1-year-old Mosley from the Illinois-based Midwest Bloodhound Rescue Inc. in January of 2007. They planned to use the bloodhound for search and rescues and public relations events.
A year later, Capt. Charles LaLumondiere, who had signed the adoption agreement, contacted the group to let them know the dog was unhealthy and the department wanted its money back or a new dog.
On Feb. 13, a volunteer went to pick up the dog. According to their Web site, the dog was found in a 4 by 4 dirt-floor pen outside a trailer. The dog had no food, water or bedding.
“His condition was such that we rushed him to an emergency vet that night,” the Web site states.
The dog reportedly suffered from frostbite, malnutrition and dehydration, severe hair loss (mange), ear and eye infections, seborrhea of the skin, cellulitis, and anemia.
If it was just mange, White could understand the situation. The dog had an outbreak of mange before the adoption, but now the dog was 30 pounds under weight and had frostbite. He said the person responsible should be disciplined and/or prosecuted for animal abuse and the department should pay for the $700 emergency vet bill.
Schroeder said the dog had lived with LaLumondiere until the week after Thanksgiving. The only problem the dog had until then was what the vet determined to be a skin allergy. The dog was treated and had recovered by the time it was handed over to the department’s handler for dog obedience training.
Soon after, the handler told Schroeder that the dog was losing hair and weight. Schroeder said he told him to take the dog to the vet. He said the dog was then diagnosed with incurable mange.
White said the mange is treatable.

The city of Potosi has an animal control officer. He has very little to work with to house and care for the picked up animals. He even offers $10.00 adoptions that are sponsored by individuals and business owners. This is responsible and respectable. There is nothing for abused and neglected animals in the rest of the county. Drive the county back roads and you'll see thousands of dogs, cats, horses and even goats with no housing, frozen water and little evidence or no food.
Nothing is done about it. The officials of Washington County don't seem to have any pride in their county, just look at all the trash along the roads and piled up around homes.

I understand that the Captain has now been suspended but again like the trainer with pay this is just like vacation why not make it without pay if they are cleared they can be paid then. Also what responsibility is the sheriff going to take as Harry Truman said the "Buck Stops Here"

I thought law enforcement was to protect and serve. They never protected or served this poor animal. It makes me think that maybe "they" think they are above the law as well. It is my sincere hope that when all is investigated, charges should be filed for any one who had any knowlege or direct contact with that poor dog. Remember we will be judged by the way we treat our animals. In this is case, my judgement is guilty and should be prosecuted to the fullest extent of the law. The humane society should also check if there are any other SAR animals that Washington County has out there and if so, get them in a protected environment NOW.

I think this is awful. If that was a citizen they would be in jail for animal abuse or neglect. That dog should've been taken away along time ago. Why is he being paid to be on suspension. He shouldn't get a dime. I don't think you would treat your humans this way. They are a great asset to the police and they should be treated with respect. What is the wrong with you people.

Charlie, Lance and the Sheriff should be fired, that means without pay. Why have no animal abuse charges been filed? If it were anyone else, they would have already been charged.

As a K-9 officer, I am appalled at the level (or lack of) care for a canine. No pet, regardless of who owns it, should be subjected to this inhumane treatment. To the residents of Washington County, the majority of K-9 officers take extremely good care of their partners, as their partners take care of them. This is a complete disgrace to the law enforcement K-9 community. The WCSD should not have ANY department owned K-9s, period. The sheriff should have the attitude that the "buck stops here" and be accountable for his employees, not lawyering up or letting it roll down hill. If the dept. owns(ed) the dog, then the vet. records are public records and should be available under the Sunshine Law. What is there to hide?? The citizens of Washington Co. deserve better. Any "real" K-9 officer welcomes anyone to inspect the way their partners are cared for, at any time.

I have a dog with allergies. He is allergic to almost everything.Corn in the food,grass anything aresol,fleas,on and on.But he looks nothing like that.He goes to the vet often.He is on steroids often to help with outbreaks.He is not at all under weight.He does loose his Hair in places but not like that.There is no reason for this dog to look like that.Lets put itching powder on you,put you out in the cold,no food,water or shelter and see how it feels

Everyone that had anything to do with this poor dog should be on unpaid leave all the way to the sheriff himself, and if there is not any law enforcement officers left in the sheriffs department then, let the highway patrol patrol Washington county until new law enforcement is in place. Maybe if we get lucky Brad Robinson and the Washington county sheriff and the deputies involved in the same cell they could keep each other company and pat each other on the back and tell each other what good people they think they are.

Surley the sheriff had a department policy on the care of the departments dogs. If the person in charge broke these policies then he should be fired and be waiting possible criminal charges. Has anyone asked our sheriff if he had policies covering the handling and care of the counties dogs.

The officer in question needs to be on UNPAID LEAVE, sheriff. And, you need to cough up the vet records...if there are indeed any to be had...which I doubt.

Anyone who would treat any dog in this manner should be severely punished. The dog handler in this case should be fired from the sheriff's department if he is employed there. If not, what in heaven's name was the dog doing with this monster who would allow such a fine animal to get in this condition? I am appalled, which is probably the reaction of most of your readers. God help and protect all the precious animals from hell-bound miscreants such as this man!

People this a criminal act that can be prosecuted by the state. A good investigation is important for the prosecutor to file charges and win. This is a crime and should be treated as so.

These officiers of Washington County are who we the public are to trust and believe that they will do the right thing. They are a disgrace to the county, to the state of Missouri, to any humane caring for an animal and should be punished by jail and a fine. Then throw them out of office. We all know these 'local' police officiers are on a power trip and who ever they have to hurt to stay there is not their concern. Especially if it is an animal that cannot defend itself. Lets see what the Humane Society does since their main concern is collecting money.

On the interview with channel 4, the sheriff said the investigation was going to be carried out with the humane society as a "joint investigation" with his department. I believe it ought to be independent of his department in order for it to be impartial.

As an animal lover, I am disgusted by this. I cannot believe that the Washington County Sheriff's Department could come up with any excuse for the way this wonderful creature has been treated and I wouldn't believe them even if they did. I guess that even though we are taught as small children to respect the police, once we grow up we see the real truth, shame on you, all of you! I hope that you all are charged with this crime and that your department is fined an astronomical amount of money. May all of you be fired too, that will bring justice to Mosley, he will have the last laugh.

I hope the Humane Society really investigates this. I've heard of cases they say they will, then don't. Of course, this one's out in the public, so they will. What about all the puppy mills? Why aren't they illegal? Why are people allowed to breed multiple breeds of dogs and keep them in tiny cages for their lives? Enjoy your paid leave, officer. After seeing the Sheriffs comments on KMOV TV. Saying that the accusations are false that Mosley developed a skin condition after they recieved him. OK a skin condition why was he so under weight, why did he have frostbite and infected eyes give me a break. Nobody wants to take the blame for this but to me the sheriff and the captain who adopted him is to blame. No one should treat a dog like this,let alone the sheriffs dept especially the new county search and rescue dog. Everyone will point fingers and try to cover there butts now. I have had bloodhounds for a long time and now I have two that we adopted from MBR and the people that run it are very proffesional and caring when it comes to these dogs. If for some reason that sheriffs dept. was not satisfied they should have called MBR and returned the dog instead of neglecting it to this shameful point. Shame on this sheriffs dept. The people who are in charge in that sheriffs dept. are the reason why there are so many dogs in need of rescue. Now he siad they are looking for another dog. Great

During the Vietnam war they called people treated like this POW's. Since this is a dog, it's just neglect. The State of Missouri has terrible laws for animal abuse. I think the prosecuting attorney needs to step up and take this over. Make an example of these people. Anybody who knew, and anybody who had access to the dog, including Charlie and his wife who the dog lived with, (who happens to work in the office at the Sheriff's Department) need to be held responsible.
I can't even come up with the right words to let you know how much this sickens me. Kevin, Charlie, I've been waffling on who I was voting for, for Sheriff. If the only way to take care of this kind of thing is to get you out, then Chad you got my vote.
