On March 31, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis. County Clerk, Don Firebaugh, was present to record the proceedings.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. The following business was transacted.
A motion was made by Commissioner Hovis to accept the agenda as presented. Motion was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
Minutes from the last meeting on March 24, 2008 was read by County Clerk, Don Firebaugh. A motion was made by Commissioner Hovis to accept the minutes as presented. The motion was seconded Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
E-911 Director Bill Starkey reported that FEMA did not include Madison County in the individual assessments for damages caused by the flooding in March 2008. Madison County will receive some reimbursement from the federal government for damages to county roads because of the ice storms in February and March 2008.
E- 911 Director Bill Starkey reported to the Commission the operational status of equipment in the 911 department. He said all equipment is working well in the 911 department.
Ernie Robinson, Acting Supervisor for Madison County Road and Bridge department, reported all work accomplished by his department the past week and the operational status of equipment. He said many calls had been received from residents needing various kinds of work on county roads including 229, 213, 248, 511, 238, 205, 416, and 228. He said the department is trying to get roads back in shape and culverts unplugged quickly as possible. A bucket loader is also being repaired.
Mr. Gregg Pruett, Road and Bridge Supervisor returned from Operation Iraqi Freedom this weekend. The Commission warmly welcomed Pruett back home after being deployed for twelve months with the U. S. Navy. He asked the County Clerk to present the Commission with an American flag that had been flown over Al Asad, Iraq on March 5, 2008. He requested that he be returned to work in Madison County on April 14, 2008.
Commissioner Hovis made a motion to obtain three bids for a backhoe. Commissioner Bradford seconded the motion. Motion carried by vote: Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
Presiding Commissioner Rauls has spent many hours this week working with SEMA and FEMA assessing damages from ice storms and flooding. He has attended several Madison County Ambulance District Committee meetings the past week. Commissioner Rauls also attended the Area Commissioners meeting in Hillsboro last week.
First District Commissioner Dennis Bradford said he gad several calls from the Jewett area with washed out roads. Commissioner Bradford also attended a Solid Waste Management meeting last week.
Second District Commissioner Terry Hovis said he had received many calls also from residents with washed out roads and plugged culverts. Both Commissioners said the Road and Bridge Department is working steadily to repair county roads and bridges.
Missouri Public Entity Benefits (MoPEB) representative Road Weaver gave a presentation of benefits available to Madison County employees with MoPEB insurance. Madison County is required to receive bids yearly for insurance providers.
Bills from the previous week were presented. Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
There were no erroneous tax assessments.
No further business was transacted on March 31, 2008.
