R-1 BOARD OF EDUCATION APRIL MEETING

The Fredericktown R-1 School District Board of Education met at its monthly meeting on Tuesday, April 14, 2008. The first order of business was to swear in the new members: Patrick Martin, Dennis Bess, and Ken Truska. A motion was then made to elect Larry Kemp as Board President. It received a motion and second. No other nominations were made and Mr. Kemp was elected president unanimously. For the office of vice-president, Dennis Bess was nominated and received a second. With no other nominations, Mr. Bess was elected with no descending votes.
Everyone in attendance recited the Pledge of Allegiance. There was an approval of the minutes, bills and the published agenda.
Sharon Robbins, high school Family, Career and Community Leaders of America Sponsor, presented two of her students to the board: Zach Umfleet and Josh Hinkle. Both young men gave reports from their Job Shadowing events in Jefferson City. Zach job shadowed Senator Jason Crowell and Josh job shadowed in the Attorney General’s office. Both felt it was a very valuable experience.
The Board interviewed the candidates that have expressed an interest in completing the term of Ron Crites. Ron has moved outside of the R-1 School District and is not eligible to serve on the board. The individuals that were interviewed were Richard Allgier, Ruth Skaggs, Paul Hale Jr., Sandy Sonderman, Greg Burns and Andrew Tarry. The selection will be made at the regular May meeting on Tuesday, May 20.
The board approved seeking bids for bank depository, bread, milk and other dairy products, and fuel for the 2008-09 school year.
The date to rehire classified employees will be May 20th.
An updated list of substitute teachers was approved.
There was discussion regarding the upcoming tax levy proposal for Jun 3, 2008. During that last board meeting a tour was conducted regarding all of the leaking water at the high school. There was also an update regarding the heating and cooling system that is not working properly. The estimated cost to competely redo the roof, purchase new heating and cooling units, and air condition the gymnasium will be between 2.5 and 3 million dollars. The annual cost would be about $300,000 per year for 15 years. We will be asking our voters to approve a levy increase from $3.20 to $3.75. Other levies in the area are Bismarck at $4.08, North St. Francois County at $4.23, Park Hills Central at $4.05, West St. Francois Co. at $4.05 and Marquand at $3.80.
With the current tax of $3.20 and real estate appraised at $80,000 a resident has a levy of $486.40. With the proposed increase to $3.75 with the same appraised value, a resident would pay $570.00. This is an increase of $83.60.
Regarding personal property, if a resident is appraised at $30,000 the current school tax is $316.80. If the proposed increase goes to $3.75 and with the same appraised value, the new tax would be an additional $54.45.
With the proposed levy increase to $3.75, the combination of real estate and personal property tax would equal $138.05.
The Board discussed upcoming events within the district such as:
May 8- First Grade Music Program at 5:30 and 7:00.
May 9- High School Pop Concert held at the Middle School 7:00 p.m.
May 12- Senior Dinner at Black River Electric.
May 14- Baccalaureate at the High School Gym, sponsored by the Ministerial Alliance.
May 16- High School Graduation 7:30 p.m.
May 19- Middle School Honors Banquet 5:30.
May 20- High School Spring Sports Banquet-6:30 p.m. -High School Cafeteria
May 20- Board of Education Meeting- 6:00 p.m.
May 21- Kindergarten Graduation at the Middle School- 6:00 p.m.
May 22- Middle School Athletic Banquet- 5:30 p.m.
May 26- No School - Memorial Day
May 28- Last day of the regular school year. Students dismissed at 11:15.
May 29-June 23- High School Summer School
June 2-20- Summer School for grades K-8
June 2-27- MAC Scholars’ Academy
C.A.R.E. Representative gave an update of legislative issues.
The Board of Education closed the regular session and voted to go into closed session to discuss personnel to hire for the 2008-09 school year.
