MADISON COUNTY COMMISSION MINUTES

On May 19, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls and Second District Commissioner Terry Hovis.  First District Commissioner Dennis Bradford was away for personal reasons. County Clerk, Don Firebaugh, was present to record the proceedings.

Mr. Sheldon Combs was in attendance as an observer.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  The following business was transacted.

A motion was made by Commissioner Hovis to accept the agenda as presented and was seconded by Commissioner Rauls. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Hovis (yes).

Minutes from the last meeting on May 12, 2008 was read by County Clerk, Don Firebaugh. A motion was made by Commissioner Hovis to accept the minutes as presented.  The motion was seconded Commissioner Rauls.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Hovis (yes).

E-911 Director Bill Starkey reported to the Commission the operational status of equipment in the 911 department.  He attended the Local Emergency Operations Planning (LEOP) Meeting at Perryville, MO on May 5, 2008 and said the next meeting will be held on August 21, 2008.

Shanna Sorg from VISTA, working in the City of Fredericktown appeared and asked the Commission's permission to use the county employee parking area for a stage on Friday night, May 30, 2008.  A new effort from the city, several businesses and other organizations to promote tourism and downtown activities brings "Pickin' on the Square."  Musical groups and individuals will be allowed to perform on Friday nights with acoustic instruments.  The Commission supports the endeavor and feels this will be a positive event for Madison County.

Celeste Vanderbrugen from Madison County Extension office appeared to hand out "Better Living" magazines to the Commissioners.

During a conference call from UMB Back Vice President, Mr. Scott Crist, Mr. Rodney Gross, CEO and Ms. Lisa Twidwell, CFO from Madison Medical Center appeared to answer any questions from the Commission concerning the preliminary official statement and second draft of bonds documents phase for their plans to refinance the existing hospital revenue bonds.  Refinancing the bonds now will allow the hospital to pay debt off earlier and also pay a much less interest rate.  The Commission had no objections to the plan.  UMB will meet again on June 9, 2008 with the Commission to adopt the Parameters resolution.

Erb Equipment Company called and said the new backhoe is being delivered and asked for payment.  Commissioner Hovis made a motion to pay for the new John Deere Backhoe recently ordered from Erb Equipment Company.  Commissioner Rauls seconded the motion.  The motion carried by vote:  Commissioner Rauls (yes) and Commissioner Hovis (yes).  Price with trade-in of the backhoe is $61,495.00.

Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment.  He said he is working with FEMA, completing the required paperwork necessary to receive funds for some of the damages to county roads during high water this spring.  MR. Pruett and Commissioner Hovis went to Road 255 last Monday, May 12, 2008 to ascertain the location of the end of road maintenance.  Mr. Pruett talked about the advantages of the county owning a hand-help GPS system to accurately measure and locate the end of county maintenance requirements, bridge and culvert locations, or other reporting requirements to MODOT and federal agencies.  The Commission agreed that a less expensive GPS system can make positive reports.

Second District Commissioner Terry Hovis said that he had calls from residents on roads 242, 254, 314, 320, and 330.  He said the roads have been repaired or plans are made to repair the roads.

Commissioner Hovis made a motion to allow Mr. Pruett to obtain prices on a good, less expensive GPS and purchase the equipment if reasonable.  Commissioner Rauls seconded the motion.  The motion carried by vote:  Commissioner Rauls (yes) and Commissioner Hovis (yes).

There were no tax abatements this week.

Bills from the previous week were presented.  Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Rauls.  Motion carried by vote: Presiding Commissioner Rauls (Yes) and Commissioner Hovis (Yes).

No further business was transacted on May 19 2008

Commissioner Hovis made a motion to adjourn and was seconded by Commissioner Rauls.  Motion carried by vote; Presiding Commissioner Rauls (yes) and Commissioner Hovis (yes).

The Commission will not meet on May 26, 2008 because of Memorial Day.

Ordered that the Commission adjourn until 9:00 A.M. on June 2, 2008.
