COMMISSIONER'S MEETING
On June 2, 2008, the Madison County Commission met with the following officers present: Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis. Don Firebaugh, County Clerk was present to record the proceedings. Mr. Sheldon Combs and Mr. Al Moss were present as observers.

The agenda was approved (yes by all) after a motion was made by Commissioner Hovis and seconded by Commissioner Bradford.

The minutes from the last meeting on May 19, 2008 was read by the County Clerk and approved (yes) by all after a motion was made by Commissioner Hovis and seconded by Commissioner Bradford.

E-911 Director Bill Starkey reported the operational status and condition the department. He said the current Windows   version used will not allow the latest printer to interface

With the current mapping program and needed upgraded to Windows XP. Cost will be $1459.60 plus labor.

Commissioner Bradford made a motion to allow Mr. Starkey have the system upgraded with the Windows XP program needed. Commissioner Hovis seconded the motion and the motion carried (yes) by all.

Mr. Starkey said he plans to schedule safety meetings for county workers next week.

Clarification of Madison County obligations to install 911 signs on county roads was again discussed. The county is responsible to install signs on newly constructed county roads and maintain or replace 911 signs on existing county roads.

Signs on private roads and streets are the responsibility of the builder or homeowner. The 911 department assigns all new 911 addresses in Madison County and the Road and Bridge Department does the installation.

Madison County Health Director Becky Hunt discussed audit requirements to destroy or sell unusable equipment and property. After discussion, the Commission told her that the county is planning to have an excess property sale soon and she can sell the property at that time. Mrs. Hunt also said the Health Department will not be required to sell bonds for remodeling the existing county health building. The can borrow the money instead. Commissioner Bradford made a motion, seconded by Commissioner Hovis to allow the Madison County Health Department borrow the money requested to upgrade the parking area, remodel and increase the size of the existing health department building. The motion carried by (yes) vote by all.

Mr. Wayne Williams, 24th Circuit Public Defender's office told the Commission that the existing lease for the office space used at Farmington, MO for this district will need to be renewed soon. Three options were given with some changes required from the past lease. The Commission said they will discuss which option they prefer.

Road and Bridge Supervisor Gregg Pruett reported work accomplished by the department and the condition of equipment. He said that one truck has a bad transmission. One community service worker is currently assigned to his department.

Patty Yount from the Recorder of Deeds office reported that to date, one bid has been received on a better, more economical telephone service for the courthouse. She is expecting two more bids this week.

Commissioner Bradford said several residents had called wanting weeds mowed on county roads in District One. A resident on county road 404 wants the road widened near his home. He talked to Mr. Hargis about a problem on road 426 and to Mr. Faulkner about a culvert on road 410. He said the county will replace the culvert. Commissioner Bradford said a resident on road 415 called, wanting a curve removed. He and Commissioner Rauls attended the SEMO Regional Planning and Economic Development meeting on May 27, 2008 in Perryville, MO.

Commissioner Hovis had several calls from residents wanting tree limbs removed, weeds mowed and pot holes repaired.

Commissioner Rauls attended the Area Commissioner's meeting at Perryville, MO last week.

The Commission voted to approve an abatement of $120.45 because of an erroneous assessment in 2007 and approved all accounts payable for the past week. The meeting was adjourned until 9:00 A.M., June 9, 2008.
