MADISON COUNTY COMMISSION MINUTES

On June 9, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls First District Commissioner Dennis Bradford and Second District Commissioner Terry Hovis.  County Clerk, Don Firebaugh, was present to record the proceedings.

Mr. Sheldon Combs was in attendance as an observer.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  The following business was transacted.

A motion was made by Commissioner Bradford to accept the agenda as presented and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).

Minutes from the last meeting on June 2, 2008 was read by County Clerk, Don Firebaugh. Mr. Bill Starkey was present and stated that last week's minutes should be corrected to state "Map Info Mapping Program" instead of Windows XP Program.  A motion was made by Commissioner Hovis to accept the corrected minutes as presented.  The motion was seconded Commissioner Bradford.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).

E-911 Director Bill Starkey reported to the Commission the operational status of equipment in the 911 department.  He said that the new Map Info Mapping Program was installed last week.  He also said the new Cherokee Pass Fire Department has received a bid for the concrete work but a public hearing is required because of a conflict of interest.  He requested that the Commission allow the public hearing be held and place a notice in the Democrat-News and to schedule it on June 30, 2008.

Commissioner Bradford made a motion to allow a hearing be held concerning the conflict of interest for a bid on the Cherokee Pass Fire Department and place a notice in the Democrat-News.  Commissioner Hovis seconded the motion.  The motion carried by vote: Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).

Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment.  He said the FEMA representative will be here again today.  After discussion, the Road and Bridge Department will use screened creek rock as the initial fill on damaged county roads because part of the cost is reimbursable from FEMA.  Some discussion on purchasing used dump trucks followed.  No decisions were made.  The Commissioners reviews with Mr. Pruett all work requests that had been called in by residents.

Discussion on the request from the 24th Circuit Court Public Defenders office from last week followed.

Commissioner Hovis made a motion to maintain the same level of funding from Madison County to support the 24th Circuit Court Public Defenders office in St. Francois County.  Commissioner Bradford seconded the motion.  The motion carried by vote: Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).

Mrs. Grace Thomas told the Commission that under Revised Missouri statute 137.115, she has no discretion in her duty and must place the same assessed values on the tax books for 2008 that were used in 2007, except she can add new construction and property improvements.  Even those changes must be valued based upon economic conditions as they existed on January 1, 2007.  The Board of Equalization (BOE) will consist of County Commissioners, County Assessor (non-voting), County Surveyor, County Clerk (Secretary, non-voting) and two citizen members.

Commissioner Hovis made a motion to convene the 2008 Board of Equalization (BOE) on July 7, 2008.  Commissioner Bradford seconded the motion.  The motion carried by vote: Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).  The Board of Equalization (BOE) will convene at 10:30 A.M. on July 7, 2009.  A notice will be placed in the local newspaper by the Madison County Clerk.

Mr. Scott Crist (through a teleconference) from UMB Bank and Mr. Rodney Gross and Ms. Lisa Twidwell from Madison Medical Center were present to finalize the resolution for refinancing the Madison Medical Center revenue bonds.

Commissioner Hovis made a motion to adopt the resolution that will allow Madison Medical Center to refinance their current revenue bonds.  Commissioner Rauls seconded the motion. The motion carried by vote:  Commissioner Rauls (yes), Commission Hovis (yes), and Commissioner Bradford (abstained).

First District Commissioner Dennis Bradford said he and Gregg Pruett, Road and Bridge Supervisor, went to Lead Belt Materials last week to obtain current prices for asphalt (cold mix and hot mix) along with crushed stone of different sizes.  Lead Belt Materials provided a current price list but said prices change daily due to oil price changes.  After calculating costs, they determined that on June 1, 2008, it would cost $ 52, 800.00 per mile (material only) to blacktop Madison County Roads.

Commissioner Bradford stated that even with the Road and Bridge sales tax increase this year, there will not be enough revenue to resurface the existing blacktopped county roads.

Commissioner Bradford said he talked to Mrs. Conrad from the south end of the county about a culvert pipe.  He also talked to Mr. Don Laut and his son-in-law about a culvert on county road 535 and a resident from the Roselle community called and said that blacktop was breaking up at the end of county road 537.

Commissioner Bradford said that he had contacted Jay Lancaster from MODOT and Jim McCual from McCaul Engineering bout the bridge on road 516.  McCaul assured him that all plans will be ready from MODOT by June 17, 2008.

District I Commissioner said that District II Commissioner Hovis had received a call fro Karen Yates wanting know why there had been a lack of maintenance on county road 505.  He said that plans for resurfacing the road this summer had previously been scheduled.  Danny Pruett on county road 404 called and said a big hole existed at the end of a culvert. The Road and Bridge Department have plans to repair the culvert.

Second District Commissioner Terry Hovis said that he addressed calls from residents on roads 244, 257, 301, and 320. All needed repairs had been turned in to the Road and Bridge Department.

 

There were no tax abatements this week.

Bills from the previous week were presented.  Commissioner Bradford made a motion to pay all bills and was seconded by Commissioner Hovis.  Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).

No further business was transacted on June 9, 2008.

Commissioner Bradford made a motion to adjourn and was seconded by Commissioner Hovis.  Motion carried by vote; Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).

The Commission will not meet on May 26, 2008 because of Memorial Day.

Ordered that the Commission adjourn until 9:00 A.M. on June 2, 2008.
