MADISON COUNTY COMMISSION MINUTES

On August 18, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis. County Clerk, Don Firebaugh, was present to record the proceedings.
Presiding Commissioner John Rauls called the meeting to order at 9:02 A.M. The following business was transacted.
A motion was made by Commissioner Bradford to accept the agenda as presented and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
Minutes from the last meeting on August 11, 2008 were read by County Clerk, Don Firebaugh. A motion was made by Commissioner Bradford to accept the minutes as presented. The motion was seconded Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
Newly hired E-911 Director Steve Perkins reported to the Commission the status of the department. He is learning the procedures required of the 911 department, the personnel involved, and evaluating ways to improve the department. He said that no major changes will occur at this time.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. He said that most of the FEMA personnel will be leaving Madison County on August 26, 2008. He said the department is actively re-blacktopping roads in Madison County and has spent $ 63,094.00 to date.
The Honorable Associate Circuit Judge Robin Fulton appeared before the Commission and said the Missouri Supreme Court Conference will not be funded by the state this year and requested Madison County to pay the costs. Commissioner Bradford made a motion to not fund the Supreme Court Conference for Judge Robin Fulton. Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
After opening the two bids received for repairing Madison County bridges damaged by 2008 floods and ice storms, Commissioner Hovis made a motion to split the bids on bridges and grant them to the lowest bidder. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes). The two bidders were M & M Concrete & Construction and Thompson Concrete, both from Madison County. Awarded bids were: (Road 306 - $ 2,737.00, Thompson Concrete); (Road 405 - $ 1,580.00, M & M Concrete); (Road 411 - $ 1,580.00, M & M Concrete); (Road 415 - $ 760.00, Thompson Concrete); (Road 416 - $ 1,066.00, Thompson Concrete); (Road 425 - $ 1,780.00, Thompson Concrete); (Road 439 - $ 11,325.00, M&M Concrete); (Road 508 - $ 964.00, Thompson Concrete).
Commissioner Bradford made a motion to appoint Ms. Anna Berkbuegler to the MCCDD Board for a three year term beginning August 14, 2008. Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
An agreement sent by MODOT was signed that will re-pay $ 1,120,982.00 this year from the TIF Fund and the remaining $ 1,120, 983.00 next year on the Highway 72 By-Pass Project. The original agreement was signed on July 14, 2005.
A copy of a previous county agreement letter dated August 1, 2005, from MODOT, (Route 72 and Road 249) was read by Presiding Commissioner Rauls. It stated that MODOT will relinquish a 681.7 feet section of old Route 72 located west of Castor River aligned with County Road 249 upon completion of construction in 2007. A backlog of work at the MODOT district office has prevented the transfer.
The agreement with the 24th Circuit Public Defender's Office in Farmington, MO was read stating Madison County's monthly charge for the building will be $ 269.97 monthly or $ 3,239.61 yearly.
Ms. Margaret Yates, SEMO Regional Planning and Re-Development Commission reported to the Commission that she has forwarded a grant application for funds to be used on a new roof for the Madison County Courthouse.
Presiding Commissioner Rauls said the first Madison County Ambulance District organizational meeting will be held at 5:00 P.M. in the Commissioner's Room this Thursday, August 21, 2008.
First District Commissioner Dennis Bradford said he attended a University of Missouri Extension Council meeting on Tuesday, August 12, 2008.
Second District Commissioner Terry Hovis said he had several calls from residents in his district needing weeds mowed along county roads.
Bills from the previous week were presented. Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
There was no erroneous tax assessments abated this week.
Commissioner Bradford made a motion to adjourn. Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
No further business was transacted on August 18, 2008.
Ordered that the Commission adjourn until 9:00 A.M. on August 25, 2008.
