Public meeting regarding the electric utility on Sept. 22

The Fredericktown City Council met Monday evening in a work session and Full Council setting. (Ward III Alderman Mark Tripp was absent for both meetings) The CEO of MoPEP has scheduled a public meeting which begins at 6:00 P.M. on Monday, September 22, 2008 at the Fredericktown High School cafeteria. Residents are encouraged to attend the meeting and ask questions.

In other Council actions;

Fall Clean-up week for CITY Residential customers ONLY has been set for Monday October 20 through Saturday, October 25, 2008. City residents may bring their cleanup items to the Transfer Station 311 South Chamber Dr.; free of charge. There will not be any curbside pick-up for clean-up items. (Aldermen are considering a curbside pick-up in the springtime to help seniors and the homebound who can’t make the trip to the Transfer Station). The work session discussions were short. Mayor Danny Kemp also opened a public meeting at 5:30 P.M. at the same time he called the work session to order. The public meeting was in regards to the annexation  of some property located south of Highway 72 near the Wal-Mart store. (Legal description is recorded in Deed Book 66, page 131) No comments were heard at the public meeting and the meeting was closed at 5:40 P.M.

At Full Council;

Heath Smith from the Environmental Protection Agency (EPA) appeared before the aldermen to let Fredericktown know the EPA will be working on lead remediation again in the area. The work should begin sometime around the end of the year, possibly October or November. The EPA will be sending out letters or knocking on doors to speak with the homeowners and landlords involved in the sites in need of clean-up. The workers on site be wearing the white tyvek suits again for their protection from the dust. Smith said the project manager is Emily Wheeler and about 800 properties are going to be worked on over the next few years.

Mayor Danny Kemp reported the Pickin’ on the Square event is still going well. The final event  for the season will be held October 3. This week’s movie in the park will be the animated feature “Cars” according to Darrell Bell at DLB Computers. Movie starts at 8 P.M. on Saturday, September 13. Kemp also said the Road Riders For Jesus will be riding their motorcycles through town that Friday evening about 9 PM. They will be traveling around the courthouse on their way to Calvary Temple Church. There is a motorcycle show planned for Saturday around the Madison County Courthouse. Kemp said he will be speaking at the Club’s dinner at Pinecrest Camp, as well.

A public meeting will be held beginning at 6:00 P.M. on Monday, September 22, 2008 at Fredericktown High School to allow the public an opportunity to ask questions about the electric utility issues the City is facing.

The aldermen heard or read reports from various City committees and staff including the financial report update from Finance Manager Chris Wienecke, the police and City Marshal’s reports, and the Municipal Court docket and statistics for August. Marshal John Wright reported a police chase in which the officer stopped the chase due to inclement weather and then the driver later crashed the vehicle on J Highway.

Ward I Alderman Brandon Hale asked the Marshal why police vehicles were sitting at the roundabout recently. Wright said they were enforcing the construction speed zone. (Fines for violating the 30 MPH are twice the amount for speeding in a construction zone in Missouri). It is an effort to help protect the highway workers Marshal Wright said. Wright was also asked about the curfew to which he responded the curfew is from 11 PM to 6 AM, seven days a week for anyone 17 and under. The teens or children must be accompanied by a parent or guardian to be out past 11 PM. with some exceptions for teenagers returning from a job that ended at 11 PM.

The aldermen voted to accept the computer services bid of DLB Computer and Network Services LLC in Fredericktown with one nay vote heard from Hale. DLB was one of three bids received by the City according to City administration. The other two bids came from Hensco Technology, Inc. in Farmington and Automation Services in Cape Girardeau.

The City passed an ordinance authorizing the mayor to execute a Home Energy Supplier Agreement with the Missouri Department of Social Services for low income home energy assistance.

The City,  by state statute, is empowered to establish taxation based on the assessed valuation of property within the City for general revenue purposes and the park fund. An ordinance was passed for the fiscal year 2008, after having held a public meeting by the City of Fredericktown regarding the taxation,  identifying the amount of money necessary to be raised by taxation during the ensuing fiscal year for general revenue is; $224,736 and for the parks is $38,957.

The Council passed an ordinance establishing a procedure to disclose potential conflicts on interest and substantial interests for certain officials. In part the ordinance says, Any member of the governing body of a political subdivision who has a “substantial or private interest’ in any measure, bill, order of ordinance proposed or pending before such governing body must disclose that interest to the secretary or clerk of such body and that disclosure be recorded...

Aldermen accepted a bid from Federal Signal Corp.. for $24,120.40 for the installation of a Siren Warning System. Two bids were received, one from Safetycom, Inc. for $21,835.10 and the Federal Signal Corp.. bid. The Federal Signal Corp. bid contained a system that had greater range and more features.

Accounts payable-bills were paid. The condition of the Fredericktown Police Department vehicles was discussed. One car repair was costing the City over $3,000 for the month, with the same car costing about $2,000 last month according to the aldermen and Marshal Wright. The purchase of newer vehicles for the police department was discussed, but no action taken.

No remarks from the general public were heard.

Remarks of personal privilege by aldermen:

Kenny McDowell (not in attendance) was thanked for his work on Toler Dr. and South Mine LaMotte by the aldermen.

Darrell Bell was recognized by Ward II Alderman Rick Polete for his work with the fire department and making the station totally wireless. Also for the Extension office for their specialist who provided Powerpoint software for mapping all the fire hydrants and related infrastructure.

Ward I Alderman Paul Fritch acknowledge Sandy and Oby LaPlant for attending the budget meeting on September 6.

Ward II Alderman Sie Merriman Sr. thanked the Board and the City administration for their support in his and his family’s  recently loss of Sie’s wife. He also felt the budget meeting had all positive information coming out of the talks.

Closed session followed for one contract matter and one personnel matter.
