MADISON COUNTY COMMISSION MINUTES

On October 27, 2008, the Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis. County Clerk Don Firebaugh was present to record the proceedings.
Bud Allen, Denny Ward, and Karen Yates, attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. The following business was transacted.
A motion was made by Commissioner Hovis to accept the agenda as presented and was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
Minutes from the last meeting on October 20, 2008 were read by County Clerk Don Firebaugh. A motion was made by Commissioner Hovis to accept the minutes as presented. The motion was seconded Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).
E-911 Director Steven Perkins reported to the Commission the operational status of equipment in the 911 department. He attended MULES training in Poplar Bluff, MO last week and completed state required classes.
Road and Bridge department reported all work accomplished by the department the past week and the operational status of equipment. Commissioner Bradford said he located a Pup for hauling material from the bridges being built on County Roads 516 and 537. The Commission decided to wait for advice from the contractors for the bridges on County Roads 516 and 537. Mr. Pruett said the department had obtained a water pressure washer in the process of installing the required plumbing. He was given a list of work from the Commission about residents that had recently called needing work in their district.
The Fredericktown Chamber of Commerce represented by Christina Mattingly and Kenneth Pierce presented an informational letter to the Commission stating their objectives and goals for 2009. The Chamber intends to implement several new activities and agreements, will probably need some additional funding, and indicates the additional resources will be used in a developmental manner so that the city and county will both benefit from the changes.
Mr. Denny Ward, representing Southeast Missouri Transportation Service requested a letter of support from the Madison County Commission for the United We Ride Award. The Commission approved the request.
First District Commissioner Dennis Bradford attended the Area Commissioner's meeting in Cape Girardeau, MO last week. He said that money is available through MODOT BOE program for low water crossings. Commissioner Bradford was also appointed the position of alternate District E Emergency Management Representative. Commissioner Bradford told the Road and Bridge department of work that needed to be completed on County Road 428.
Second District Commissioner Terry Hovis said he addressed calls from residents living on County Roads 221, 217, 219, 228, and 310.
Smith and Company Engineers appeared and recommended the low bidder, A.E. Simpson Construction, Inc. from Scott City, MO be awarded the contract for building the bridge on County Road 537 over Brewer's Creek; contingent on MODOT approval. Their detailed bid tabulation was $ 223,032.50. Commissioner Bradford made a motion and was seconded by Commissioner Hovis to accept the bid from A.E. Simpson Construction, Inc. to build the bridge on County Road 537 over Brewer's Creek. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
McCaul Engineering Company appeared and recommended the low bidder, Robertson Contractor's Inc., be awarded the contract for building the bridge on County Road 516 over Wachita Creek. The detailed bid tabulation was $ 578,412.00. Commissioner Bradford made a motion and was seconded by Commissioner Hovis to accept the bid from Robertson Contractor's Inc. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
Commissioner Bradford made a motion to abate $ 52.67 erroneous assessment for 2008. Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
Bills from the previous week were presented. Commissioner Bradford made a motion to pay all bills and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
Commissioner Bradford made a motion to adjourn and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).
No further business was transacted on October 27, 2008.
Ordered that the Commission adjourn until 9:00 A.M. on November 3, 2008.
