MADISON COUNTY COMMISSION MINUTES

On November 3, 2008, the Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis.  County Clerk Don Firebaugh was present to record the proceedings.

Sheldon Combs and Karen Yates attended the meeting.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  The following business was transacted.

A motion was made by Commissioner Bradford to accept the agenda as presented and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Minutes from the last meeting on October 27, 2008 were read by County Clerk Don Firebaugh.  A motion was made by Commissioner Hovis to accept the minutes as presented.  The motion was seconded Commissioner Bradford.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

E-911 Director Steven Perkins reported to the Commission the operational status of equipment in the 911 department.  He said all equipment is operational.  Perkins has received three applications for employment to date for a vacancy that exists.

Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment.  He requested and approval was given to purchase 25 tons of salt for winter use on County Roads at    $140.00 per ton delivered.

Commissioner Bradford made a motion to change the contractor to Thompson Concrete Co., the second lowest bidder for the concrete work on a low water bridge on County Road 439 in the amount of $ 13,870.00.  The bids had been let out in August 2008 for eight bridge repairs.  Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Commissioner Hovis made a motion to allow Thompson Concrete Co. to complete any low water crossing bridge repairs on Madison County bridges damaged by last winter's storms not started by M&M Concrete, if Thompson Concrete Co. completes their assigned bridges first.  The affected bridges are on County Road 405 and County Road 411.  Commissioner Bradford seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

The Commission discussed an opportunity from Burkhart Trucking Co. to haul rock from Base Rock Quarry in Desloge, MO.  Burkhart said he can haul rock on an infrequent basis when returning from a delivery.  The Commission felt this would be more economical than using county resources.

Commissioner Bradford made a motion to allow Burkhart Trucking Co, to haul rock purchased by Madison County from Base Rock Quarry in Desloge, MO to Madison County Road and Bridge Department.  Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Presiding Commissioner Rauls and Commissioner Bradford met with FEMA and SEMA on October 28, 2008 with Becky Hunt, Madison County Emergency Preparedness Director.  They also attended the Environmental Roundtable at the Madison County Health Department. 

First District Commissioner Dennis Bradford also attended the Solid Waste Management meeting and the SEMO Regional Planning and Economic Development meeting.  Commissioner Bradford said he also looked at several county roads in District 1 that needs grading, mowing, or resurfacing with aggregate.

Second District Commissioner Terry Hovis said he responded to calls from residents in District 2 with complaints living on County Roads 244, 301, and 320.

Sheriff David Lewis reported that he had attended a four day NIMS (National Incident Management Systems) course in Farmington, MO last week.

Bills from the previous week were presented.  Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Bradford.  Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).

Commissioner Bradford made a motion to adjourn and was seconded by Commissioner Hovis.  Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).

No further business was transacted on November 3, 2008.

Ordered that the Commission adjourn until 9:00 A.M. on November 10, 2008.
