On March 23, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.
Bud Allen, Ruth Ann Skaggs, Kate Cox, Carol Magnus, Sheldon Combs and Julie Kline attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. After the Pledge of Allegiance, the following business was transacted.
A motion was made by Commissioner Bradford to accept the agenda as presented. Motion was seconded by Commissioner Mungle. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Minutes from the last meeting on March 16, 2009 were read by Presiding Commissioner John Rauls. A motion was made by Commissioner Mungle to accept the minutes as presented. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
E-911 Director Steven Perkins reported the operational status of equipment in the 911 department. He said the department had numerous problems over the weekend with the computer stations going down and a printer on Monday morning. He said because of the age and recent problems with the 911 equipment, he is extremely worried about the continuity and dependability of service. Mr. Perkins said he asked AT&T to look at the equipment and possibly upgrade the hardware with newer equipment with the same or lower cost as currently being paid.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. He said the grader that has been out for repair is back at the department. The backhoe is currently inoperable but the repair needed is under warranty. Pruett presented work reports to the Commissioners. He said the department is working with the contractors on the bridges on County Roads 516 and 537 doing in-kind work and patching several blacktopped roads this week. He presented the Commissioners with a certificate and pin from the Department of Defense Employer Support for the Guard and Reserve Program. The program asks employers to support employees that are in the National Guard or Reserves that must be away from their civilian jobs for training and other military deployments directed by the President or Governor. Mr. Pruett is in the Navy Reserves serving as a Seabee and returned last year from the Middle East and recently from annual training.
Mrs. Carole Magnus representing the Madison County Foundation for Historic Preservation, Ruth Ann Skaggs representing the Historic Madison County, and Kate Cox from Main Street Program and Fredericktown Revitalization Initiative (FRI) were present. Mrs. Magnus told the Commission she had contacted some roofing companies that will be sending samples of roofing to examine for replacing the courthouse roof. After discussion with regards to requesting a grant and the future requirements required from the county, the Commission decided to ask a representative from Department of Natural Resources to come to a meeting and explain the entire covenant. Commissioner Mungle said he is not willing to sign an open ended contract that future county officials may be required to fulfill. Commissioner Bradford said he wanted to at least have the covenant clarified. Mrs. Magnus and Ruth Skaggs said because the courthouse is already on the National Historic Register, they didn't think any new requirements would be mandated by putting on a new roof.
Presiding Commissioner Rauls and Commissioner Mungle attended an Agro-Terrorism meeting last week. Commissioner Rauls also visited MCCDD last Friday.
District One Commissioner Bradford said he had a call from a resident on County Road 271 wanting the road blacktopped. He looked at the road and said it will be blacktopped later based on the condition. County Road 409 has been boom-axed, graded, and currently in good shape. He said a citizen had called with a complaint about large rocks remaining on County Road 423 after being graded. Commissioner Bradford attended a Homeland Security meeting last week. He said the budget had been established and a proposal made as to where the money will be spent this year. They will establish an inventory system that lists all available resources and its location to better facilitate the needs of all 13 counties in the event of a disaster. A Mass Care trailer located in Madison County was recently taken to New Madrid County for assistance during the last ice storm.
Commissioner Bradford said he attended an East Missouri Action Agency meeting last week. Expected revenue from the Federal Stimulus Package will provide this region with approximately $ 21,000,000.00. He said strong emphasis is being placed on winterization of homes to residents that meet the criteria for assistance. He said residents are encouraged to call the EMAA office for assistance.
District Two Commissioner Mungle and Commissioner Rauls inspected County Roads 203, 208, 238, and 244 last week. Commissioner Mungle had calls requesting pot holes to be repaired on County Roads 208, 244, and 250.
Commissioner Bradford made a motion to abate erroneous assessments for 2007 and 2008 in the amount of $ 257.45. Commissioner Mungle seconded the motion. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Commissioner Bradford made a motion to approve accounts payable for the past
week. Commissioner Mungle seconded the motion. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Commissioner made a motion to convene into an executive session to discuss a personnel issue. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (yes), and Commissioner Mungle (Yes).
Commissioner Rauls reconvened into open session at 11:15 A.M.
Commissioner Bradford read a letter form the Fredericktown IDA announcing their next meeting on April 8, 2009.
