Madison County Commission Minutes
On August 17, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle.  County Clerk Don Firebaugh was present to record the proceedings.

Mr. Sheldon Combs attended the meeting.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  After the Pledge of Allegiance, the following business was transacted.

A motion was made by Commissioner Bradford to approve the agenda with the addition of an executive session with First State Community Bank.  Motion was seconded by Commissioner Mungle.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Minutes from the last meeting on August 10, 2009 were read by County Clerk Don Firebaugh.  A motion was made by Commissioner Mungle to accept the minutes as presented.  Commissioner Bradford seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

E-911 Director Steve Perkins reported the operational status of equipment in the 911 department.  He said he received over 700 calls from residents on Sunday asking about the power failure in Fredericktown.  He discussed some future training plans he has in place for the department. 

Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment.  He submitted a description of all work completed last week.  Bids from area quarries for prices of white rock were discussed.  The rock will be used to repair some damages to county roads caused by the storm in May 2009.  FEMA needs prices for reimbursement and Mr. Pruett will call area trucking firms to get hauling bids.  Discussion followed on several ongoing projects in the county.

Mr. Jim Dismuke and Mrs. Charla Royer appeared to formally request the Commission's approve that will permit the Madison County Collector to receive Fredericktown city resident personal property and real estate taxes. This provision will enable all Fredericktown city residents to pay taxes at one location at one time.  The county will be paid 3 % to administer the program. 

Commissioner Mungle made a motion to sign an agreement with the city of Fredericktown that will allow Fredericktown city taxes be paid to the Madison County Collector.  Commissioner Bradford seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Commissioner Bradford made a motion to convene into Executive Session authorized by RSMo 610.021 and in compliance with RSMo 610.022 to sign an agreement with First State Community Bank.  Commissioner Mungle seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

At 10:40 A.M., the meeting convened back into open session.

Presiding Commissioner Rauls said he attended an Emergency Management meeting last week.  He talked to the contractor that is replacing the courthouse roof and said they expect to start with the roof replacement in about two weeks.  They plan to complete the job in less than two weeks.  Commissioner Rauls said SEMO Regional Planning and Re-Development Agency told him the Homelessness Preservation grant will be administered through East Missouri Action Agency.

Commissioner Bradford said he inspected the new fence on County Road 516 adjacent to the new bridge built this year.  The new fence will complete the work required by the county to comply with the MODOT grant agreement.  He also checked conditions on County Roads 537, 529, and 535.

Commissioner Mungle said he attended a University of Missouri Extension Council meeting last week.  He also received two calls from residents needing road work.

Commissioner Bradford made a motion to abate erroneous assessments in the amount of $276.88 for and 2008.  Commissioner Mungle seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Commissioner Bradford made a motion to approve accounts payable for the past week. Commissioner Mungle seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Commissioner Bradford made a motion to adjourn.  Commissioner Mungle seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

No further business was transacted on August 17, 2009.

Ordered that the Commission adjourn until 9:00 A.M., August 24, 2009.
