August 31, 2009, the Madison County Commission met with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.
Mr. Sheldon Combs, Mr. David Whitener, and Mrs. Erica Cooper attended the meeting. Daniel Fall, Lisa Twidwell, and Tony Dudley attended the Tax Levy hearing portion of the meeting.
E-911 Director Steve Perkins reported by e-mail the operational status of equipment in the 911 department. One employee turned in a letter of resignation last week and a replacement will be interviewed shortly.
Don Stafford reported, for the Road and Bridge Supervisor Gregg Pruett, all work accomplished by his department the past week and the operational status of equipment. Don Stafford asked David Whitener if he could be present to clarify some work requested on County Road 505. The department will be working on the road on Tuesday. Mr. Stafford said a road grader in the Jewett area is not working properly, but hoped to repair it on-site. Discussion followed from Mr. Whitener. He said that County Road 503 and 504 were both in bad shape and asked if chip and seal could be accomplished on those roads soon. The Road and Bridge department has plans to work on the roads.
Mrs. Charla Royer, Madison County Collector, appeared and presented the Commission an agreement with the City of Marquand that will allow her to collect the Marquand City taxes. Commissioner Mungle made a motion to sign the agreement with the City of Marquand. Commissioner Bradford seconded the motion. Motion carried. Madison County will receive 3% of the taxes collected as compensation.
The County Clerk said the county had received reimbursement from Lee Insurance Company underwriters for the damage done to two radio towers and the Old Jail from the wind storm in May 2009. The county also received a 10% grant payment from the State of Missouri for damages done from the flood last year. The approved contractor to replace the Old Jail roof has been notified.
Rauls said he attended a SEMO Regional Planning and Development Commission meeting in Perryville last week. All three commissioners attended the Area Commissioners meeting in Cape Girardeau last Wednesday, August 26, 2009. Commissioner Rauls said the Off-Bridge Road program was discussed and the impact it will have on counties if Missouri loses the program. The Clean Diesel federal stimulus program was also clarified.
Bradford also attended the SEMO Regional Planning and Development meeting in Perryville last week, a Homeland Security meeting and received calls from residents living on County Road 535.
Mungle said he received calls from residents on County Road 219 and County Road 303.
There were no tax abatements this week.
Rauls called for the Tax Levies to be presented for 2009. The tax levies are set yearly by all public entities, each college and school, each city and town in the county, reviews for accuracy by the County Clerk and submitted to the Missouri State Auditor for further final approval.
