On October 5, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.
Mr. Sheldon Combs attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. After the Pledge of Allegiance, the following business was transacted.
A motion was made by Commissioner Mungle to approve the agenda. Motion was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Minutes from the last meeting on September 28, 2009 were read by County Clerk Don Firebaugh. A motion was made by Commissioner Bradford to accept the minutes as presented. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
E-911 Director Steve Perkins reported the operational status of equipment in the 911 department. He said Madison County will receive a grant for $ 89,547.00 to upgrade some E-911 equipment, but was unsure when the funds will be received. The new wireless system will track all incoming calls with name of caller and the phone number.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. He said one grader has been returned from repair and one box blade needs a bearing replaced. Mr. Pruett gave a list of work the department will perform this week. Discussion followed on several topics including the ditching operation on blacktop and some gravel roads. The Commission feels the department is doing a good job on the roads they have completed.
Another request from the Circuit Clerk to allocate funds to provide for a deputy clerk position was discussed. The Commission agreed that they will wait until after an appeal to the state by the Circuit Clerk to provide the funds is decided.
Requirements to perform scheduled services and preventative maintenance on the courthouse air conditioning and heating system were drawn up last week. Specifications will be in the County Clerk's office.
Commissioner Bradford made a motion to place a bid of notice in the local newspaper for two weeks requesting qualified vendors submit sealed bids for contract. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Discussion flowed on the request from residents of Cherokee Pass for Madison County to provide partial funds to install lighting at State Highways A and C. Commissioner Rauls called MODOT last week requesting information about their future plans, if any, to provide lighting to the State Highways. They have no current plans. The legality of giving county tax payer money to projects that is funded solely by the state without a vote of the people was also discussed. One Commissioner said the state and federal governments expect the counties to pay more and more for the services they should be providing. Many counties cannot come up with the matching funds to obtain a grant or obtain the service. The Commission said the request to provide funds for lighting at Cherokee Pass will be denied.
Commissioner Bradford checked with a resident on County Road 506 with a complaint and attended a meeting with East Missouri Action Agency in Park Hills to talk about requirements and expectations they have from county governments to support their operations. He said the contractor completed the work on the Thompson Ford Bridge and was satisfied with the job.
Commissioner Mungle looked at several roads in District Two last week.
Commissioner Bradford made a motion to approve accounts payable for the past week. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Commissioner Mungle made a motion to abate erroneous assessments in the amount of $ 14.41 for 2008. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

No further business was transacted on October 5, 2009.
The Courthouse will be closed on October 12, 2009 to observe Columbus Day.
