On September 21, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.
Mr. Sheldon Combs attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. After the Pledge of Allegiance, the following business was transacted.
A motion was made by Commissioner Bradford to approve the agenda. Motion was seconded by Commissioner Mungle. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Minutes from the last meeting on September 14, 2009 were read by County Clerk Don Firebaugh. A motion was made by Commissioner Mungle to accept the minutes as presented. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
E-911 Director Steve Perkins reported by fax the operational status of the department. He said daily operations were running normal and he has contacted Workforce for a vacancy that exists as a dispatcher.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. One road grader needs repaired. He gave a list of expenses to date and a summary of remaining funds to the Commission. Mr. Pruett also said he will apply for the EPA grant to replace an engine in one dump truck. Discussion followed about the work on the bridge on County Road 320. A list was given to Mr. Pruett of other projects that needs to be accomplished in the county.
Commissioner Bradford made a motion to approve two reappointments to the Madison County Council for Developmentally Disabled: Mrs. Paula Tarry and Mrs. Vicki Wengler. Commissioner Rauls seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Associate Judge Robin Fulton and Circuit Clerk Eileen Provow said an employee in the Circuit Clerk's office will retire soon. The state of Missouri pays for most of the salary but is reducing funding this year. They asked the county to provide funding for eleven hours per week to enable a 40 hour employee be sustained in the courts system. The Commission will make a decision and report back next week.
Presiding Commissioner Rauls attended a SEMO Regional Planning and Economic Development Commission meeting last week and served on the nominating committee for new officers that will be elected September 22, 2009.
Commissioner Bradford said he had a call from a resident living on County Road 421 needing rock on the road. He also had a call from a resident on County Road 510 that congratulated the Road and Bridge crew for doing a good job on the road. Commissioner Bradford said he attended an East Missouri Action Agency meeting last week where Mr. Floyd Faulkner was elected to the low income representative position.
Commissioner Mungle said he checked on the process of work being accomplished on County Road 219 and 221. He said the work looked good.
The County Clerk's office received from Mr. Hisserich, a resident living on Highway MM a verbal thank you to the county for the work they had accomplished on the new bridge built in his area.
Commissioner Mungle made a motion to abate erroneous assessments in the amount of $ 14.18 for 2006. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
