Cape Girardeau man gets five years supervised probation for assault

FARMINGTON — A Cape Girardeau man has been placed on five years of supervised probation for assaulting a Bonne Terre man in 2002.

Circuit Court Judge Sandra Martinez placed Joel Bland, 29, on probation for second-degree assault and ordered him to pay restitution.

Assistant Prosecuting Attorney Pat King had argued that Bland deserved prison time because of the serious nature of the assault, which left the victim blind in one eye. He asked the judge to sentence the man to seven years in prison.

According to court records, Bland caused serious physical injury to James Phillips by striking him in the face three or four times.

According to court officials, a presentence investigation report compiled by the State Board of Probation and Parole recommended that Bland be placed on probation. His attorney also argued that it was his first felony.

Bland had originally been charged with first-degree assault and first-degree burglary but he pleaded guilty to second-degree assault as part of a plea agreement.

In other cases, Brian Vessell, 17, of Park Hills was placed on five years of supervised probation for second-degree burglary and first-degree property damage.

According to court records, a neighbor saw Vessell break into a Park Hills apartment while the occupant was sleeping. The neighbor woke up the resident and called police. Vessell had attempted to steal a television, stereo, and a laptop computer.

He was charged with property damage for damaging a holding cell while being processed at the Park Hills Police Department.

Also placed on probation were Christina Arndt, 25, of Leadington, for forgery; and Amy Gibson, 26, of Fredericktown, for failure to pay child support.

Clyde Wayne Dobbs, 37, of Cadet, was sentenced to three years in prison for violating the probation he received for failure to pay child support.

Billy Eugene Miller, 53, of Valles Mines, was sentenced to four years in prison for violating the probation he received for failure to pay child support.

Michael Gibson Sr., 43, of Lebanon, was sentenced to three years in prison for failure to pay child support.

Larry St. Clair, 51, of Farmington, pleaded guilty to driving while intoxicated. Sentencing will be held May 6.
