New Contract Announced at February Regional Planning Commission Meeting

A new contract was announced at the February meeting of the Southeast Missouri Regional Planning and Economic Development Commission which was held February 22, 2005 in the Commission’s offices located at 1 West St. Joseph Street in Perryville, Missouri.

The members were informed the Commission had received a signed contract from RCH Development, Inc., to administer a Community Development Block Grant which will be used to acquire the real estate upon which Cape Meadows Apartments is located in Cape Girardeau.

In addition, staff reported on the Bush Administration’s 2006 budget proposal which would abolish the Economic Development Administration (EDA), Community Development Block Grants and 16 other federal economic development programs worth $5.6 billion and would replace those programs with a unified grant program funded at only $3.7 billion. Reports were also presented on President Bush’s recommendation concerning 2006 funding for the Delta Regional Authority, on the President’s Strengthening America’s Communities Initiative, and on a recent meeting with the Missouri Department of Transportation in Jefferson City to discuss major highway projects.

The Commissioners authorized the Executive Director to enter into a memorandum of agreement among the U.S. Geological Survey, the Missouri Spatial Data Information Services, and the Missouri Association of Councils of Government for coordination and cooperation pertaining to The National Map. The Commissioners were also updated on plans to hold a GIS planning/user group meeting.

Under the State and Local Review Process, the Commissioners endorsed an application from Whippoorwill Lake Campground, Inc., to the U.S. Department of Agriculture for funding to refinance existing debt and make improvements to the campground.

The membership was also notified of a Missouri Clean Water Commission public hearing (held) March 2, 2005, to consider the Proposed Fiscal Year 2006 Clean Water State Revolving Fund Intended Use Plan and State Grant Priority List.

A public information forum was held to provide information on the upcoming Delta Regional Authority grant cycle. Information provided included the pre-application process, project eligibility, distressed county data, 2005 project focus areas, funding availability, and application deadlines.

The Southeast Missouri Regional Planning and Economic Development Commission will provide assistance to any eligible party wanting to apply for funding assistance.

Meetings of the Southeast Missouri Regional Planning and Economic Development Commission are open to the public, and the public is welcome to attend.
