Potosi License Bureau up for bid

A new way to assign fee office agents in Missouri means entrepreneurs have until Thursday to apply to run the one in Potosi.

In the past, Missouri fee agents typically have been appointed by the presiding governor. However, this is the third time that the state has chosen agents through an open, competitive bidding process. The other two offices were in West County and Harrisonville.

The Missouri Department of Revenue contracts with 183 independent contractors to provide motor vehicle titles and registration, along with driver’s licenses and permits. The department changed to a bidding process to help determine whether open competition will improve the level of service in offices throughout the state.

“The government has made a lot of attempts to improve services,” said Maura Browning, with the state’s Department of Revenue. “This is just a new process to evaluate. It’s a wonderful opportunity for someone in that area to bid for the office.”

The request for proposals (RFP) for operation of the license office on Main Street in Potosi ends Thursday. The current fee agent, Connie Sayers, has resigned for personal reasons, effective upon her replacement, Browning said.

A copy of the RFP is available online at https://www.moolb.mo.gov . To see the document, select “guest” on the home page, click on “open bids by agency” and scroll through the list to bid number B3Z07230. Click on the number, then click again in the second paragraph of the open bid detail page. You may then download the RFP in a Microsoft Word of PDF format.

The RFP details requirements for confidentiality, personnel training, office facility and equipment needs, sales and service, security and record keeping.

Potosi’s fee office handled nearly 34,000 transactions in fiscal year 2006, Browning said.

Service at the fee office could be interrupted for a day or two during the transition in ownership, she added.
