Madison County Commission Minutes
On December 15, 2008, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis. County Clerk Don Firebaugh was present to record the proceedings.
Bud Allen and Sheldon Combs attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. The following business was transacted.
A motion was made by Commissioner Bradford to accept the agenda as presented and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
Minutes from the last meeting on December 8, 2008 were read by County Clerk Don Firebaugh. A motion was made by Commissioner Hovis to accept the minutes as presented. The motion was seconded Commissioner Rauls. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Hovis (yes).
E-911 Director Steven Perkins reported to the Commission the operational status of equipment in the 911 department. He said Dittronics, Inc. and a computer consultant are working to enable the recording system to its full capacity.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. He presented prices on two (2) dump trucks that he received from Truck Centers, Troy, Mo. Price of a spreader box from Crown Equipment Company was given and snow plow needs were discussed. Pruett said that work continues on the low water crossing on County Road 439.
Commissioner Bradford made a motion to purchase the 2001 Sterling tandem axle Freightliner truck for $ 33,800.00 and the 1997 GMC Kodiak single axle truck for $ 15,000.00 from Truck Centers, Inc. Commissioner Rauls seconded the motion. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (no).
Mr. Jim Burnley, a resident on County Road 312, appeared and told the Commission that he has experienced many problems with someone stealing, spot lighting, and trespassing on his property since his mother gave Madison County the road in 1980. He also said that the bridge over Shetley Creek on County Road 312 is not being maintained properly. The Commission said they will look at the road. Discussion followed on the appropriate actions that the Commission will complete before a decision is made.
Discussion followed on continuing the liability insurance provider for Madison County property for 2009. New bids are not required this year and the county has experienced excellent service from the current provider with comparable premiums
Commissioner Bradford made a motion to continue liability insurance with Lee Insurance Agency Company of Fredericktown, MO. Commissioner Hovis seconded the motion. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).
Presiding Commissioner Rauls and the County Clerk attended a FEMA Flood Map meeting last week at the SMTS building in Fredericktown. Better flood maps with enhanced graphics are being compiled by FEMA and SEMA and will be available sometime in 2010. Commissioner Rauls also attended a Solid Waste Management meeting SEMO Regional Planning and Development meeting. He said that he received word from Margaret Yates, Southeast Missouri Economic Planning and Development grant coordinator that the federal government had not awarded anyone funds for the historic building restoration program this year. Madison County applied for a grant earlier this year to replace the courthouse roof. She said that if we were not accepted, we can resubmit in 2009.
Commissioner Bradford attended a University of Missouri Extension Council meeting in Fredericktown. He also attended a legislative conference meeting with Farm Bureau. He said much discussion about the funding problems in Missouri to maintain the E-911 service was a main topic. He also had a call that a tree was across County Road 415.
Second Commissioner Hovis said County Roads 235, 237, and 301 needs patched with blacktop. County Road 241 needs graded, the bridge on County Road 310 needs repaired and County Road 301 needs completed. Commissioner Hovis said County Road 301 needs a culvert finished.
Commissioner Bradford made a motion to abate erroneous assessments in the amount of $ 281.68. Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes) and Commissioner Hovis (yes).
Bills from the previous week were presented. Commissioner Bradford made a motion to pay all bills and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (yes), Commissioner Hovis (Yes).
County Clerk Firebaugh said the Governor will close all state offices on December 25 and 26, 2008 and the county has always done the same.
Commissioner Bradford made a motion to adjourn and was seconded by Commissioner Hovis. Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (yes), Commissioner Hovis (Yes).
No further business was transacted on December 15, 2008.
