Madison County Commission Minutes

September 11, 2023, the Madison County Commission met pursuant to adjournment on August 28, 2023. Presiding Commissioner Jason Green, First District Commissioner Tom Stephens and Second District Commissioner Larry Kemp attended the meeting. County Clerk Don Firebaugh recorded the proceedings.

After the Pledge of Allegiance, Commissioner Green called the meeting to order. The following business was transacted:

Commissioner Kemp made a motion to approve the agenda. The motion was seconded by Commissioner Stephens. The motion carried.

County Clerk Don Firebaugh read the minutes for the meeting on August 28, 2023. Commissioner Kemp made a motion to approve the minutes as presented. The motion was seconded by Commissioner Stephens. The motion carried.

ROAD AND BRIDGE DEPARTMENT

Road and Bridge Supervisor Shannon Spain said the department received one of the mowers back from repair and is mowing county roads. He said the bridge on CR 410 is now open. The Commission and Spain will look at CR 210 to determine the end of county maintenance responsibility.

SHERIFF

Sheriff Katy McCutcheon discussed the need to hire a new employee and some of the problems she faces with the current jail population.

STARS AND STRIPES HISTORIC REGION FOUNDATION

Jim Martin, representing the Stars and Stripes Historic Region Foundation, presented the organization’s goal of establishing a foundation that will “Promote, enhance, celebrate and encourage the inculcation of the awe-inspiring history, heritage and God-given beauty of our nation’s and Missouri’s incomparable Star’s and Stripes Historic Region.” 

Counties (26) from St. Louis to the Bootheel and the City of St Louis are being afforded the opportunity to become a member. With the media and exposure through the foundation, tourism will be increased.

The Commission will decide at a later date on Madison County’s commitment.

CIRCUIT CLERK TENIA HERMANN

Circuit Clerk Tenia Hermann was asked to expedite the hearing request from Love’s Truckstop. She will call the attorney representing Love’s and explain what action must be taken. 

COMMISSIONERS’ REPORTS

The three commissioners checked roads and bridges last week.

Commissioner Kemp attended the chamber of commerce meeting last week.

County Clerk Don Firebaugh attended the County Clerk’s and Election Authority’s Conference in St. Louis.

ACCOUNTS PAYABLE

County Treasurer Jessica Stevens presented accounts payable for the past week.

Commissioner Stephens made a motion to approve payment of the accounts. The motion was seconded by Commissioner Kemp. The motion carried.

ABATEMENTS/ADD-ONS

Assessor Paula Francis submitted the Abatement/Add-On report for August 2023. Personal Property value increased by $260,766 for the past three years of 2020, 2021, and 2022.

Having no further business, Commissioner Green adjourned the meeting at 10:45 A.M.
