At 9:00 A.M., Monday, July 8, 2024, the Honorable Madison County Commission met pursuant to adjournment on July 1, 2024. Presiding Commissioner Jason Green, First District Commissioner Tom Stephens, and Second District Commissioner Larry Kemp attended the meeting. County Clerk Don Firebaugh recorded the proceedings. Don Reeves, Ward 3 Alderman, Tessa Rehkop, Chamber of Commerce Director, Larry Cooper, Jr., Mary Jane Crites, Sally Toole, Sarah Miller, and Greg Coutable attended the meeting.
After the Pledge of Allegiance, Presiding Commissioner Green called the meeting to order. The following business was transacted:
Commissioner Kemp made a motion to approve the agenda. The motion was seconded by Commissioner Stephens. The motion carried by vote: Presiding Commissioner Green (aye), First District Commissioner Stephens (aye) and Second District Commissioner Larry Kemp (aye).
County Clerk Don Firebaugh read the minutes for the meeting on July 1, 2024. Commissioner Stephens made a motion to approve the minutes as presented. The motion was seconded by Commissioner Kemp. The motion carried by vote: Presiding Commissioner Green (aye), Commissioner Stephens (aye), and Commissioner Kemp (aye).
ROAD AND BRIDGE DEPARTMENT
Road and Bridge Supervisor Shannon Spain said the department patched blacktop and mowed weeds last week.
E-911
E-911 Director Kyle Rogers said he has one dispatcher out on maternity leave.
SEMO REGIONAL PLANNING
Drew Christian from Southeast Missouri Regional Planning and Development reviewed the yearly plan used for recommending highway upgrades and bridge replacement in the county. These are state funded and are put on a priority list.
COMMISSIONERS
The Commissioners checked roads and bridges last week.
Tessa Rehkop said the Independence Day celebration in Fredericktown was well attended and went well.
The Commissioners discussed the upcoming reassessment year with the County Assessor, Paula Francis. She will need more field workers to do the reassessment properly.
The County Clerk said the preliminary figures for 2024 Assessed value increased over $3,000,000. New industries and lots of new residential construction happened this year. He said the one TIF area has expired this year. One will expire on 2026 and the last one in 2027.
ACCOUNTS PAYABLE
County Treasurer Jessica Stevens presented accounts payable for the past week.
Commissioner Stephens made a motion to approve payment of the accounts. The motion was seconded by Commissioner Kemp. The motion carried by vote: Presiding Commissioner Green (aye), Commissioner Stephens (aye), and Commissioner Kemp (aye).
Personal Property Add-On/Abatement report showed an increase of $174,760 for June 2021, 2022, and 2023.
There were no Board of Equalization appeals for the County Commission to hear this year.
ADJOURN
Having no further business, Commissioner Green adjourned the meeting at 11:00 A.M.
The next Open meeting will be held at 9:00 A.M., Monday, July 15, 2024, in the Conference room on the lower level in the Madison County Courthouse at #1 Courthouse Square, Fredericktown, MO.
